Türkiye’de Politika Yapmak

Politika sanatı, yaşadığınız ülkenin şartları, sosyo-ekonomik durumu, eğitim seviyesi ile doğrudan alakalıdır. Bunları göz ardı ederek, sadece ideal olanı savunmak ve ideal olanları yapmaya çalışmak politikacıları her zaman başarıya ulaştırmadığı gibi, sonuç çoğu zaman hüsranla bitebilir.
Ünlü ABD'li psikolog Abraham Maslow’un meşhur ihtiyaçlar hiyerarşisi teorisinde insanların belirli kategorilerdeki ihtiyaçlarını karşılamalarıyla, kendi içlerinde bir hiyerarşi oluşturan daha 'üst ihtiyaçlar'ı tatmin etme arayışına girdikleri ve bireyin kişilik gelişiminin, o an için baskın olan ihtiyaç kategorisinin niteliği tarafından belirlendiği iddia edilir.
Maslow'un kişilik kategorileri kendi aralarında bir dizilim oluştururlar ve her ihtiyaç kategorisine bir kişilik gelişme düzeyi karşılık gelir. Birey, bir kategorideki ihtiyaçları tam olarak gideremeden bir üst düzeydeki ihtiyaç kategorisine, dolayısıyla kişilik gelişme düzeyine geçemez.
Maslow, ihtiyaçları şu şekilde kategorize etmektedir.
Maslow'a göre bir kategorideki ihtiyaçlar tam olarak karşılanmadan kişi bir üst düzeydeki kategorinin ihtiyaçlarını algılamaz, böyle bir ihtiyacı yoktur.
Belirli bir ihtiyaç kategorisindeki insanlar bu ihtiyaçların karşılanması durumunda, bir üst kategorideki ihtiyaçlarını karşılamaya yönelecektir. Bu durum kişilik gelişme düzeyini de bir üst düzeye sürükleyecektir. Maslow’un “ihtiyaçlar hiyerarşisi” dünya çapında kabul görmüş, her üniversitede okutulan bir teoridir. Türkiye’deki politik süreci Maslow Teorisine göre incelersek bazı partilerin niye başarılı, diğerlerinin ise niye başarısız olduğunu açık olarak görürüz.
Geçtiğimiz aylarda yayımlanan OECD Türkiye raporuna göre Türkiye nüfusunun %69’u ilköğretim seviyesinde eğitim görmüş; yani sokakta gördüğünüz her on kişiden ortalama 7 tanesi ilkokulu okumuş, yarım bırakmış veya ortaokul mezunu. Bunu daha açık bir şekilde ifade edersek “Türkiye’de nüfusun %69’u cahil” demek daha doğru olur.
Nüfusun %69’unun cahil olduğu bir ülkede doğal olarak seçmenin de %69’unu da böyle düşünmeniz gerekiyor. Bir de bunlara “okumuş cahilleri” dahil ederseniz seçmene mesaj verirken iki kere düşünmek gerektiği ortaya çıkıyor.
Eğer Türkiye’de seçmenin önüne henüz onun ihtiyacı olmayan dördüncü, beşinci sıradaki ihtiyaçları ile çıkar “ben size sevgi, sevecenlik, saygınlık sağlayacağım” derseniz oy alamayacağınız açıktır. Örneğin, öyle belediye başkanlarımız var ki, sokaktan çevirdiğiniz herhangi 100 kişiye bunların karakterini sorsanız, istisnasız hepsi kesinlikle “hırsız” değerlendirmesi yapacaktır; oysa bu politikacılar sürekli en yüksek oyu alıp seçilmekte ve halk bunlara görev verirken “hırsız” olmasını önemsememektedir.

Aç insanlar ülke ekonomisinin soyulduğu, bütçe kaynaklarının adil dağıtılmadığı gibi soyut kavramlarla ilgilenmek yerine kendisine kaç ekmek, kaç makarna verildiği, kışın kaç ton kömür alacağı ile ilgilenmeyi daha mantıklı bulmaktadır. Karnını doyuramayan bir insana kültür sanat ve ahlâk felsefesi yapmak hiçbir işe yaramayacaktır.
Dikkat ederseniz kültürlü, konformist, eğitim düzeyi yüksek ve dünya çapında tanınmış bilim adamlarının Türkiye’deki politik hayatı yok denecek kadar azdır. Bunlar politikaya atıldıklarında saha çalışması yapamazlar, genellikle liderlerin kontenjanından İstanbul, Ankara, İzmir gibi şehirlerin en üst sıralarından aday gösterilir ve seçilme garantisi ile gelirler. Aksi takdirde bunları sahaya gönderip seçmen ile baş başa bıraksanız söylediklerinden seçmen bir şey anlamayacağı gibi, zaten anlasa da oy vermez.
Seçmenin istediği, sülalesindeki bütün insanların işe yerleştirilmesi, emekli maaşlarının arttırılması, orman arazisinin kendisine bedelsiz verilmesi, bedava sağlık hizmeti, kısaca her şeyin devlet tarafından bedava sağlanmasıdır. Seçmen bunu, sadece bu topraklarda doğduğu için talep ederken, bu ülkeye ne gibi bir katkı sağladığı, bu taleplerinin kaynağının ne olabileceği yönünde herhangi bir çekince taşımaz. O sadece ister. Bu, cehaletin en acı tezahürüdür ve ne yazık ki istatistikî sonuçlar bu ülkenin %69’unun cahil, “çakma” üniversiteler de dahil olmak üzere iki milyon insanın ise üniversite mezunu olduğunu göstermektedir.
Öyle ise, iktidara gelmek için sürekli yalan söylemek ve halkı kandırmak, olmayan kaynakları varmış gibi gösterip bedelsiz olarak halka dağıtmak Türkiye’de politika yapmanın ön şartı olmaktadır.
