Dış politika siyasetçilere bırakılamayacak kadar ciddi bir konudur
Dış politika kavramı ülkeler için beka meselesidir, her ülkede hükümetlerin kesinlikle uyması gereken dış politikaya ait kırmızıçizgiler vardır. Bu çizgiler, yılların birikimi ile oluşmuş, ülkelerin belki de yüzyıllar sonrasına perspektif, yapan iğneyle kuyu kazar gibi üzerinde çalışılmış hususlardır. Özellikle ABD, konuya fazlası ile önem verir ve ayırdığı mali kaynak birçok gelişmiş ülkenin bütçesinden bile fazladır. Hal böyle olunca ABD ister istemez “her işe burnunu sokan” ve sürekli “toplum mühendisliği” yapan bir ülke haline geliyor. Konu üzerinde gereğinden fazla zaman harcayınca da birçok projenin fiyasko ile sonuçlanması kaçınılmaz oluyor. Özellikle Soğuk Savaş döneminden sonra ABD’nin dünya çapında yürüttüğü dış politika hemen her ülkede fiyasko ile sonuçlanmıştır. ABD’yi, kısa vadede başarı kazanmış gibi gösteren her operasyonu orta vadede gerek kendisi, gerekse dünya barışı için stratejik tehditlere yol açmıştır. Bugün dünya barışını tehdit eden her ne varsa arkasında muhakkak yanlış ABD politikaları vardır. Uyguladığı dış politikanın zararını sadece kendisi görse mesele yok; “akılsız başın cezasını Amerika çeker” dersiniz ve işinize bakarsınız ama öyle olmuyor. ABD dünyanın en büyük ekonomisi ve küresel gücü olduğu için tökezlediği zaman çıkardığı sallantı bütün dünyayı ilgilendiriyor. Bu, tıpkı zücaciye dükkânına giren bir filin ayağı kayıp yere düşmesi gibi bir şey; sonuçta yere düşen filin kendisi ama dükkânda kırılan binlerce bardak, çanak da işyeri sahibinin… ABD politikaları başarısızlığa uğradığı zaman kaybeden kendisi değil, üzerinde proje yürüttüğü ülkenin insanları oluyor; çünkü Amerikalılar yanlış siyasi tercihleri sonucu mahvettikleri o ülkelerde yaşamıyorlar… Mahvolan ülkelerde çıkan iç savaş sonucu halkın çektiği acılar ve açlık Amerikalıları ilgilendirmiyor, hele “başka ülkelerdeki demokrasi mücadelesi” derseniz hiçbir ABD yönetiminin geçmişte asla böyle bir derdi olmadı, gelecekte de olmayacak. Onları ilgilendiren kendi ulusal çıkarlarıdır ve uluslararası ilişkilerde de olması gereken budur. Yani, ABD yönetimleri kendi ulusal çıkarları ile ilgili planlar yapıyor diye onları suçlayamayız; önemli olan onların yaptıkları saçma sapan planlara karşı biz ne yapıyoruz? Mesela bakın, CIA’in Ortadoğu ülkeleri eski sorumlusu, hayatının önemli bir bölümünü Türkiye’de geçirmiş CIA’de en son görevi Milli İstihbarat Konseyi Başkan Yardımcılığı olan Graham Fuller TİMAŞ yayınlarında 2008 yılında çıkan ve dokuz baskı yapan Yeni Türkiye Cumhuriyeti adlı kitabında neler diyor: “Bugün inanıyorum ki, Türkiye’de durum daha önce hiç olmadığı kadar iyidir. Ülke refah içindedir. Ilımlı İslamcı bir çizgiyi siyasi düzene başarılı bir şekilde entegre etmiş dünyadaki ilk Müslüman ülke Türkiye’dir. Zorlu Kürt sorununu çözme yolundadır.”
“Türk dış politikasını takip ettiğim uzun yıllar boyunca, genel olarak Türkiye’nin hemen hemen her komşusu ile ilişkileri kötüydü… Oysa bugün Türkiye oldukça akıllı biçimde hemen her komşusuyla iyi ilişkiler kurmuş durumdadır.”
“Türkiye uluslararası sahnede bugün daha önce hiç olmadığı kadar bağımsız hareket etmektedir.”
“… AKP resmen İslam ile kendisi arasında herhangi bir formel bağ kurmaktan uzak durmakta ve sekülerizm veya ‘laisizm’i demokrasi ve özgürlüğün bir ön şartı olarak kabul etmektedir.”
Okuduğunuz gibi, adam uyanıkken rüya görüyor ve rüyaları ile ABD dış politikasına yön veriyor… Gayrı ciddi analistleri ve uygulayıcıları sayesinde ABD’nin başı onyıllardır pislikten kurtulmuyor; onların yüzünden de dünyanın… Ilımlı İslam, BOP, Türkiye’nin idaresinde bir Kürt devleti gibi saçma sapan projelerin hepsi Fuller ve ekibine aittir. Bu projelerini Körfez savaşından itibaren Özal’da dahil, bütün Türk hükümetlerine kabul ettirmeye çalışmış, fakat hiçbir hükümet tarafından ciddiye alınmamıştır; ta ki AKP hükümetine kadar… Amerikalılar AKP’nin dış politika konusundaki tecrübesizliği ve kompleksinden yararlanarak taşra politikacılarından oluşan bu ekibe “büyük hayaller” pazarladılar. Hayal kurmak iyidir, neticede sizi bir hedefe doğru götürür ama hayal kurarken ayaklarınızın yere basması şarttır. Müstahdemlikten emekli olmuş, ilkokul mezunu, 60 yaşındaki Mehmet amcanın “okuyup doktor” olacağım diye hayal kurması ne kadar boş bir rüya ise, Türkiye’nin önüne konan havucun peşinden giderek başka ülkelerin planlarının bir parçası olması da o kadar saçmadır.
Fil ile dans etmek mümkün mü? Bir fil ile dans edebileceğinizi düşünebilir, hatta bunu yapabilirsiniz de ama dans ederken filin sizin üzerinize basma ihtimali kuvvetle muhtemel olup, sonuçları korkunç olacaktır. Eğer ille de fil ile bir ilişki kurmak istiyorsanız bunu uzaktan, kendinizi emniyete aldıktan sonra yapmak daha akıllıca bir davranış olacaktır. Uluslararası ilişkiler konusunda biraz tecrübesi olan herkes bilir ki ABD’de her yıl buna benzer yüzlerce rapor hazırlanır, onlarcası uygulamaya konur; çünkü orada bu konuda çalışan birçok kurum var, insanların geçim kaynağı bu… Proje hazırlamaları, yürürlüğe koymaları lazım yoksa finansman akışı durur. Para alamazlar, bu kadar basit… Projeler yürüyor mu? ABD’de her sene hazırlanan, uygulamaya konan ve sonra çöpe atılan uluslararası proje sayısını bilseniz şaşarsınız. Peki, içlerinde kaçı başarılı? Kısa vadeli öngörülerde hemen hepsi, uzun vadeli öngörülerde ise hemen hemen hiçbiri… Niye? Çünkü adamın derdi, para. Parayı çarptı mı gerisi onu ilgilendirmiyor… Bahse konu projelerin hepsi bölgede, özellikle Ortadoğu’da, ABD düşmanlığını artırmaktan başka hiçbir işe yaramamıştır. Bilakis, bu projelerle ABD kendine müttefik ülkeler yerine “düşman” cemaatler, örgütler, hükümetler ve hatta milletler yaratmıştır. ABD’nin “sosyal mühendislik icatları” ve hayalperest tutumu yüzünden bölgede gittikçe artan istikrarsızlık artık dünya barışını dahi tehdit eder hale gelmiştir. ABD’nin sırf kendi ulusal çıkarları uğruna Türkiye ve bölgedeki radikal unsurlara destek vermesi kongreye belki ama halkına izah edemeyeceği bir durumdur. Amerikan vatandaşları gittikçe daha zor ekonomik koşullar altında yaşayarak başka ülkelerde “macera” arayışına girmek istemiyorlar. Tıpkı, Türk halkının çok zor ekonomik koşullar altında, zar zor geçinerek 300.000 Suriyeli mülteciye bakmak istemediği gibi… Müflis bir tüccar veya zengin bir mirasyedi gibi davranarak dış politika yürütülmez. ABD’nin bu hovardalığı yapacak maddi imkânları olabilir ama bizim “mahallenin fakir çocuğu” olarak onun hovardalığına ortak olmamız bugün ulaştığımız sonuçta şahit olduğumuz gibi geleceğimizi heba etmekten başka hiçbir işe yaramaz…
