Soğuk Savaş döneminde dünya iki kutupluyken daha güvenli bir yerdi. En azından hiçbir devlet diğerine “gözünün üstünde kaşın var, senin gazın var, kimyasalın var” diye saldıramazdı. Ne zaman Sovyetler Birliği yıkıldı ve Varşova Paktı dağıldı, dünya çok ciddi bir “gelecek tehlikesi” ile karşı karşıya kaldı. Belki farkında değildik ama o günlerde toplumların güvenlikleri daha fazla teminat altındaydı.
Yanlış anlaşılmasın diye ufak bir hatırlatmada bulunayım; bilmeyenler için söylüyorum ben gençlik yıllarımda sırasıyla NATO Derneği Gençlik Kolları Genel Sekreter Yardımcılığı, Avrupa Konseyi Derneği Genel Sekreterliği, daha sonra Ulusal Güvenlik ve Stratejik Araştırmalar (UGSAD) Derneği Genel Sekreterliği ve yaklaşık 20 sene de Yeni FORUM Dergisi yazı işleri müdürlüğü yaptım. Anlaşılacağı gibi, benim NATO, ABD, İsrail, Batı gibi alerjilerim yok, zaten bu sistemin içinde yıllarca bulunmuş bir insanım; yani Varşova Paktı’nın yeniden kurulmasını istememin sebebi ABD, NATO vs. düşmanlığı filan değil…
Varşova Paktı Şarttır Varşova Paktı’nın olmadığı tek kutuplu dünyanın sıkıntılarını uzun zamandır yaşıyoruz. ABD kendisine rakip kalmadığı için canı ne isterse onu yapıyor; yaptıkları da çoğu zaman tek kutuplu dünyada teröre davetiye çıkarıyor. Hatta çoğu zaman belli ülkelerde terörü destekleyerek daha sonra müdahale etmek için ortam hazırlıyor. İnsanlara şu veya bu sebeple silah zoru ile bir şeyler dayatmaya kalkarsanız ellerinden ne geliyorsa onunla size direniş gösterirler; işte bu uygulamalar devlet ve bireysel terörü gün geçtikçe azdırıyor. Artık dünya gün geçtikçe yaşanması zor bir hale geliyor; eğer bu gidişe karşı bir tedbir alınmazsa insanlığın geleceği tehlike altına girecek. Soğuk savaş döneminin stratejik oyunlarını ve zekâ düzeyini özler olduk. Günümüzde “strateji” bir maymunla satranç oynamaya benziyor; zekâ kırıntısı yok, oynamasanız da olur…
Afganistan Örneği Sovyetler Birliği Afganistan’ı işgal ettiği zaman Batı dünyası işgale engel olmak için elinden geleni yapmış ve sonuçta Ruslar Afganistan’dan çekilmek zorunda kalmıştı. Oysa bugün geldiğimiz noktada Afganistan’ın halini görünce insan ister istemez “keşke Afganistan kurtulmasaydı” diyesi geliyor. Açlık ve sefalet içerisinde bir ülke, insanların üzerine giyecekleri elbiseleri bile yok, tek bildikleri ve gördükleri şey ölüm. Yeni doğan her canlının ilk işi ölümün soğuk yüzüne merhaba demek oluyor, böyle bir ülke artık Afganistan. Sorsanız zafer kazandık; Ruslar Afganistan’ı terk etti, Amerikalılar girdi…
Tek Kutuplu Dünya NATO savunma amaçlı stratejik ortaklığa dayalı askeri bir pakttır; düşman kuvvetler tanımı olmadan görev yapamaz. Peki, günümüzde NATO’nun düşmanı kimdir? Şu anda NATO’nun düşmanı olarak tanımlanan bir unsur söz konusu olmadığı için ittifak üyesi egemen güçler (ABD, İngiltere ve Fransa) NATO’yu kendi çıkarları doğrultusunda kullanmaktadırlar. Bu arada hemen hatırlatmakta fayda görüyorum Fransa NATO’nun askeri kanadından yıllar önce çıkmıştı, fakat dış politikasızlığımızın mimarı Başbakan Erdoğan’ın onayı ile NATO’ya geri döndü; şimdi ileri görüşlü Başbakanımız meydanlarda Batı’ya sürekli çatıyor. Ne çatıyorsun? Onları her fırsat ve koşulda destekleyen, Müslüman ülkelere askeri saldırılar düzenlemesi için önlerini açan, askerlerinin başarısı için dua eden sen değil misin?
NATO, düşman tanımlaması olmadığı için, tek kutuplu dünyada “terör ve kitle imha silahları” gibi fiktif konularla uğraşmakta ve çok basit usullerle, sürekli ABD tarafından yönlendirilmektedir. Oysa NATO’da kararlar oy birliği ile alınır, herhangi bir oylamada tek bir üye ülke dahi “hayır” oyu kullanırsa o kararın NATO sistemi içinde uygulanma imkânı yoktur. Kâğıt üzerinde böyle, ama gerçekte uygulama böyle mi? Elbette değil. En basitinden Türkiye örneğinde gördüğümüz gibi üye ülkeler genelde kendi ulusal çıkarları değil de daha çok ABD’nin çıkarları doğrultusunda hareket ederler. Çünkü ABD dışında başka ülkeler “dünya jandarmalığı” gibi lüzumsuz işlerle uğraşmazlar, bu işi ABD onlar adına yapar, diğerleri “iştirak” ederler… Fransa yıllar önce De Gaulle döneminde, “NATO’da sürekli ABD’nin sözü geçiyor” diye askeri üyelikten ayrılmıştı. Zamanla De Gaulle gibi milliyetçi liderlerin etkisi azalınca Fransa askeri ortaklığa geri dönebilmek için çok uğraştı ama kısmet Tayyip Erdoğan’ın onay verdiği güne kadar Fransa’nın yüzüne gülmedi; ne hikmetse Fransa Batı söylemlerine tamamen zıt(?) bir lider döneminde NATO’ya döndü ve derhal Libya’da Müslümanları bombalamaya başladı.
İşte böyle bir şey tek kutuplu dünyada NATO üyesi olmak; oysa Varşova Paktı var olsaydı bunların hiç biri gerçekleşemez, kimse kimseye “gözünün üstünde kaşın var seni bombalıyorum” diyemezdi.
Dünyanın selameti açısından Rusya Varşova Paktı’nın tekrar hayata geçirilmesi için öncülük etmeli, askeri ve stratejik açıdan bu birliğe katılması uygun görülen devletlere acilen davet çıkarmalıdır; aksi takdirde ABD’nin yürüttüğü dış politika dünyayı hızla büyük bir kaosa doğru sürüklemektedir.
