İSTİSNAİ KADROLAŞMA
Bir süredir, devlet kadrolarında KPSS'ye girmeden istisnai kadrolar üzerinden memur alımı yapıldığı ve kadrolaşıldığı iddiaları var. Bu tartışmayı iyice anlayabilmek ve bilmeyenler için istisnai kadronun basit bir tanımını yapalım: İstisnai kadrolar seçilmişlerin kendi istedikleri kadrolarla çalışabilmesi için ihdas edilmiş özel kalem müdürü, basın müşaviri, danışman gibi kadrolardır. Atanabilmek için en az ilkokul mezunu olmak yeterlidir, Başbakan Müşaviri gibi Başbakanın imzası ile atanılabilen kadrolar olduğu gibi Başbakanlık Müşaviri gibi Cumhurbaşkanı imzası gerekenler de vardır; fakat Başbakanlık Basın Halkla İlişkiler Müşavirliği veya Özel Kalem Müdürlüğü gibi ilgili bakan ve/veya Başbakanlık Müsteşarının imzası ile atanılabilen kadrolar da vardır. Ayrıca, icracı bakanlıklarda da aynı şekilde ilgili bakanın imzası ile atanılabilen özel kalem ve müşavirlik kadroları vardır, keza TBMM için de aynı şey geçerlidir. Yasa yapıcı doğal olarak seçilmişlerin rahat çalışabilmeleri için istedikleri personeli yanlarına almalarına fırsat tanımak amacı ile kendilerine böyle bir istisnai kadro hakkı tanımıştır. Koalisyon hükümeti zamanında ben de Devlet Bakanı Prof.Dr. Şuayip Üşenmez'in danışmanlığını yapıyordum. TODAİE bize bağlı bir kurumdu ve Sayın Bakan kendilerinden Türkiye Kamu Reformu ile ilgili bir rapor hazırlamalarını istedi. Rapor hazırlandı bitti ve inceledik, en önemli yanı kamuya istediğiniz kadar personel alımını engelleyen “norm kadro” getirmesiydi. Ayrıca ben, rapora istisnai kadroların “işine son verildiği veya kim tarafından işe alındı ise o kişi kurumdan ayrıldığı zaman otomatikman işine son verilmiştir” ibaresi konmasını istedim uygun bulundu ve raporu bu şekilde hazırlayıp ilgili makama sunduk. Sunduk ve öylece kaldı... Ne zamana kadar? AKP iktidarına kadar. Yıllardır bu ülkenin gariban insanları KPSS sınavlarına girerek memur olmaya çalışıyor, oysa istisnai kadrodan atananlar bir gün içinde devlet memuru olarak işe başlayıp, ertesi gün asaleti tasdik edilerek bir başka kuruma atamaları yapılarak işgal ettikleri kadro boşaltılabilmektedir. Böylece doldur boşalt yöntemi ile istediğiniz kişiyi, istediğiniz yere, istediğiniz şekilde atayabilirsiniz. Garibanlar da KPSS'ye girmeye devam ederler. Ayrıca zannediyor musunuz ki halkımız bu yapılanları ayıplayarak AKP'nin yüzüne tükürecektir? Hayır! Koalisyon hükümeti döneminde MHP bunu yapmadı ve ne oldu? İnsanlar MHP kadrolaşmadı, işe adam almadı vs. diye takdir edeceğine MHP'yi yerin dibine soktu, AKP'yi de yapmadığını bırakmadığı için 12 senedir iktidara taşıyor.
